安徽贫困区盖“白宫”办公日本人来修小学危房

两个看似毫无关联的场所进入日本援助者的眼睛，他奇怪的是：为什么安徽阜阳**有钱建豪华办公楼，却无力改善一所农村小学。不过，在日本人眼里的豪华办公楼，在当地官员眼里却并不豪华，“只是新一点而已”。 《南方都市报》的文章称，日本人水谷准<a href="http://ju.qihoo.com/search.html?stype=keyword&src=fz_bbs2&kw=%C0%B4%B5%BD" target="_blank">来到</a>安徽省阜阳市颍泉区杨庄小学考察，看是否对这个学校进行国际援助。他看到这座被庄稼包围的小学，校舍都是危房，房顶和墙壁到处是裂痕，桌椅破旧。 当他乘出租车离开阜阳时，看到了距杨庄小学十几公里、颍泉区**外表豪华的<a href="http://ju.qihoo.com/search.html?stype=keyword&src=fz_bbs2&kw=%C5%B7%CA%BD" target="_blank">欧式</a>办公楼。当地人称那里为“白宫”。水谷准不明白，为什么当地**有钱建办公楼，却无力改善一所农村小学的基本设施。 日本援助者最终还是拨给杨庄小学八万多美元的援助资金，今年春天小学有了新的教学楼。但水谷准阜阳之行的<a href="http://ju.qihoo.com/search.html?stype=keyword&src=fz_bbs2&kw=%B5%F7%B2%E9%B1%A8%B8%E6" target="_blank">调查报告</a>今年6月份登上了日本《产经新闻》，并引起了舆论的批评，有网友称，这“丢了安徽人的脸”。 另据调查，2001年，当杨庄小学开始申请国际援助时，颍泉区开始兴建“豪华办公楼”，为了给新的**办公楼让位，建于1990年代的高井小学被迫拆除，<a href="http://ju.qihoo.com/search.html?stype=keyword&src=fz_bbs2&kw=%D1%A7%C9%FA" target="_blank">学生</a>们回到建于1960年代的破旧校舍里。 办公楼不“豪华”？ 皖西北商贸城都是普通的楼群，其后就是颍泉区委区**的“豪华办公楼”。这是一座具有欧洲中世纪风格的建筑，有巨大的穹顶和古罗马式的立柱。它高七层，通体<a href="http://ju.qihoo.com/search.html?stype=keyword&src=fz_bbs2&kw=%B0%D7%C9%AB" target="_blank">白色</a>，它还有白色的围墙、大片草坪和很多亚热带的树种。 它在诞生之日起，即遭受非议。之前的媒体报道称，这个省级贫困县(县级区)，用三分之一的财政兴建这座豪华办公楼。有网友称，这确实不像是中国的**办公楼。 但是在这里办公的<a href="http://ju.qihoo.com/search.html?stype=keyword&src=fz_bbs2&kw=%B9%AB%CE%F1%D4%B1" target="_blank">公务员</a>们并不这么认为。颍泉区委宣传部副部长陈默说，他每天抬头就可以看见窗外的西式装饰，但那都是石膏的，而非大理石的，他担心日晒雨淋后，很容易被侵蚀，其实“办公楼并不豪华，只是新一点而已”。 在这间十几平方米的办公室里，区委宣传部的三个副部长同在这里办公，一台立式电风扇左右摇摆，驱散着室内的闷热。副部长叶陆苗称，现在有三分之二的办公室没装空调，而且办公室很紧张，有的部门还在外面办公。 但这些并不能平息办公楼的“豪华”非议，这座办公楼共占地42亩，安徽春益房地产开发有限公司阜阳分公司承担其土建和外部装修，仅这部分资金就为1500万元。 进入**大院，是一座约一层楼高的大理石阶梯，据称花费了五十万元。**大楼的大堂顶部是三盏金色的大型装饰灯，办公室内的所有办公用品都是崭新的。整座办公楼的造价一直没有公开。 作为省级贫困县(区)，颍泉区财政一直入不敷出。比如在它开始修建办公楼的2001年，其财政收入是5700万元，当年全区的工资支出却是一亿多人民币。 日本人援建小学 颍泉区的财政在逐年增加，去年为1.2亿元。新的区办公楼于2003年投入使用，生态园、皖西北商贸城也效益明显。张治安推行的“三项建设”得到了阜阳市委市**的肯定：促进了经济的发展，拉大了阜阳市城区的框架。但直到2005年，杨庄小学的危房仍然没有得到改造，杨文超一直没有停止向国家申请危房改造资金。 当地的高井小学则显得更加落魄。高井小学建于1990年代的校舍因为要为新办公楼腾出地块而拆除。2001年，高井小学的学生们回到了1960年代的旧校舍里上学，直到今年春天。 现在，高井小学1960年代的校舍又被拆除，按照规划，那里即将兴建商品房，学生们合并到附近的姜庄小学。媒体想采访高井小学的原校长彭怀玉。但被彭坚决拒绝：“学校不是我建的，也不是我拆的，你们去找该找的人吧。” 现在，在日本的援助下，杨庄小学终于旧貌换了新颜。但学校的实际投资达八十万元，超过日本的援助，当地**承诺，超过的部分，将用国家的危房改造资金解决。今年春节后，阜阳市财政拨了十万元，给杨庄小学修路，修建围墙、大门。 弃“俭朴”尚“豪华” 杨文超说：“现在，学校最大的困难是教师严重缺编。”这是阜阳地区普遍的问题。阜阳市一位负责教育的**官员说：“该退的不退，新的教师不能入编，因为财政发不出工资。师资紧缺，学校只好自己聘任教师，自己解决这部分人的工资。” 但豪华办公楼建设过程中却似乎并不缺钱。虽然办公楼是因置换建成的，其中的细节却耐人寻味：新办公楼建设是报经阜阳市委市**备案、批准后实施的，但发改委批准的资金只有825万。最初，承建方——安徽省春益房地产开发有限公司阜阳分公司递交了办公楼的设计和预算，按照这个规划，开发商在建好新办公楼后，还要支付给区委区**100万元。可是这个方案被区委区**否定了，区委区**给开发商提供了新的方案。按照新的方案，在新办公楼建成之后，区委区**还要支付给开发商500万元。 对于颍泉区委区**为何否定原来的“简朴”方案，而选择现在的“豪华”的方案，当地有**官员评价说，这是张家的传承——阜阳市颍上县小张庄和八里河分别被联合国环境规划署评为环保“全球500佳”，而他们的开创者分别是张治安的父亲张家顺和叔叔张家旺。张治安十分注重新建办公楼的外在包装。 <font style="color: rgb(0, 51, 102); font-family: 宋体,Arial Black; font-style: normal; font-variant: normal; font-weight: normal; font-size: 13px; line-height: normal; font-size-adjust: none; font-stretch: normal;">  造价三千万的安徽阜阳市颍泉区“白宫”办公楼 [img]http://www.xcar.com.cn/bbs/attachment.php?aid=9269485&noupdate=yes[/img]
